LORD, we ask you to bless and protect our first responders, our Police, our Firemen, and our Ems as they face the daily challenges and danger doing their daily lifesaving tasks.  Send your Guardian Angels to look over them and give them the skills to protect and save lives then bring them home safely. AMEN

Police Department Becomes

"Step Child" of the City

Under Current Mayor!!

ATTENTION CITIZENS OF JOHNSON CITY!!

This letter is to inform you of the great in justice that is taking

place here in Johnson City by our City Manager and City Council toward

the Officers of the Johnson City Police Department.  I'm writing this

letter to make you aware of the situation so that we the citizens and

taxpayers of Johnson City can rally behind our Officers and help them

in their struggle with City Hall.  These Officers put their lives on

the line each day to protect us, it's time we stand up to protect

them!

The struggle with City Hall involves issues of Manpower, Hours Worked

and Benefits dealing with Overtime Pay, Vacation Leave, and Holiday

leave.  The Johnson City Police Department currently consists of 4

full time Officers.  During the past year, there has been a push by

citizens asking for the City to provide 24 hour Police Coverage.  The

Police Department adjusted its schedule and attempted to provide

extended coverage during the night hours to guard against crimes that

were occurring particularly during the late night hours.  But due to

the limited manpower, the Officers were accumulating overtime hours

and could not take any time off to use Vacation or Holiday leave.

Many of you may not know, but due to Federal Law, a city with a police

force with less than 5 Officers is not required to compensate its

Officers with overtime pay.  The City of Johnson City has chosen not

to pay its Officers overtime pay for hours worked over the normal 40

hrs a week.  The bottom line is with the current staffing levels at

the Police Department, it cannot provide the city with adequate

coverage without over working its Officers and depriving them of

benefits.

In an attempt to fix the problem, the Officers of the Johnson City

Police Department went to the City Manager and City Council to ask for

additional manpower.  If and when a fifth Officer is hired, the City

will be forced to provide the Police Officers with full benefits that

all the other city employees enjoy.  The possible addition of a fifth

officer has been a thorn in the City Manager and City Councils side

because of dollar signs.  Well, I'm here to tell you, you can get only

so much blood out of a turnip.  In a City Council meeting, it was

decided by the City Council that a survey would be sent out to the

citizens of Johnson City to ask if we the citizens would support a tax

increase to add either one or two additional Officers to the police

force.

Since this meeting, the survey was never sent out to the citizens as

was decided and agreed upon by the City Manager, City Council, and

Police Department.  During the recent weeks, the City Manager has

threatened to cut the Officers pay, has terminated all compensatory

time that the Officers were previously being given, and he has

terminated all Holiday Leave given to the Officers.  The City Manager

has drawn a line between City Hall and the Police Department.  He has

chosen to retaliate against the Officers by depriving them of benefits

that are given to the remainder of the city staff and has created a

Hostile Working Environment.  Due to the recent actions, morale among

the Officers is at an all time low, one Officer quit the force, one

has applied elsewhere, and a third has threatened a civil lawsuit

against the city.

Citizens of Johnson City, I'm asking that we stand together and

SUPPORT OUR POLICE OFFICERS against this injustice by City Hall!

These Officers put their lives on the line for us.  They sacrifice

time away from their families to work Nights, Weekends, and Holidays

to protect us.  As we all know, public servants like police officers

and schoolteachers are not the best paid professions out there but we

are lucky that their a few chosen people that are willing to make the

necessary sacrifices to serve their community.  Lets not fail them by

allowing our City Leaders to treat them unfairly.

I'm asking you to please Voice Your Support of the Police Department

to the City Manager and the City Council.  Please ATTEND the City

Council meeting on June 6th at 6:00 PM (City Hall) and at the Town

Hall Meetings being held on June 12th (City Pool @ 6:30 PM) and June

14th (PEC Auditorium @ 2:00 PM) to VOICE your SUPPORT for the Police

Department.

Lets put the shoe on the other foot and PROTECT our Police Officers!

They need our SUPPORT!!!

I thank you for taking the time to read this letter and hope that you

will also circulate it to other Johnson City citizens.

Respectfully,

Concerned J-C Citizen

NOTE: We congratulate you for standing up for the Police Department of Johnson City.

Everyone should be aware that the current mayor has supported for years the idea of demolishing

the Johnson City Police Department!  Mayor Roeder has publicly supported this idea in ads

taken out in the Johnson City Record Courier. We suggest that you pull some of these ads

that were run years ago in about year2002. This mayor will tell you that he supports the police

department when in fact he does every thing he can to make working conditions in the police

department worse. This makes it more difficult to recruit and hire more help! Rumor is also

flying that David Dockery is in line for a $10,000.00 a year pay increase if he has not already received it!

What makes Mr. Dockery so important that warrants this type of pay increase when the police

department is kept on the low end of the pay scale? Yet council members say they support the police.

Well, council look at the real intentions of this Mayor! Also, Council, while you are looking,

put the City Administrator in his place! With police department morale in the shambles, ridiculous

building code fees and arrogant inspectors, this city administration runs off new business in our community!

The city runs business off as fast as the Chamber tries to attract new business!

Slot Machine Gambling

 In Johnson City???

Concerned 2.27.2008 There is a rumor going around that the old theater building, next door to the Friendly Bar, (on Nugent St.) is where a ‘mini casino’ is going to open. (I understand the Friendly Bar owner will have no interest in this operation.)  This is not the type of business that we need in Johnson City. This is the type of business that cannot do anything but bring harm to our community and certainly teach our youth the wrong thing. People that cannot afford to feed their families will spent their pay checks in this type of facility. Isn’t gambling illegal in Texas?  I highly urge every citizen, Christian and church group to call, write letters to every county and city politician, and the police chief to not allow this to happen.

Concerned local citizen

Note: We have confirmed this to be true. Some people out of Round Mountain have put one of these businesses in Granite Shoals and it is going very well and making a lot of money. These “slot machines” are also known as “8-liners.” They supposedly do not pay off in money but instead pay off in gifts, such as gift cards, teddy bears, etc. A number of counties such as Travis County and cities like Waco have had tremendous problems with these types of operations paying off under the table in cash.  The owners of these machines approached the City Of Johnson City about this and we have been told the mayor give them the go ahead without any regards as to what impact it would have on the city police department. (Imagine that! This is no surprise.)

County government and city government can restrict certain unwanted business from coming into a community. The county has restricted sex related businesses from coming into the county and they can certainly restrict any type of business that would give the appearance of gambling. Of coarse, some of our county officials make no secrets about their love of gambling! If the city council is not aware of this they need to be and if they were aware of it then they have fumbled the ball!  The people of Johnson City who elected this mayor (who has supposedly approved this operation) should remember on Election Day this typical type of inconsiderate and rash thinking by the mayor. It does not surprise us that the mayor approved this, as this mayor (proven by his past actions) does not respect or appreciate the JC police department anyway. Remember …he wanted to disband the police just a few short years back.

Thumbs Up for Police Chief Glen DuBois!!!

Concerned 01-24-2008 It was reported in the Johnson City Record Courier recently that our police would begin patrolling our streets for 24 - 7 on December 22,2007.  Our thumbs up to Johnson City Police Chief, Glen DuBois, for implementing a 27-7 police patrol! Twenty-four hour police patrol has been needed for a long time for the city and has yet to be implemented in the county or the City of Blanco.

THANKS CHIEF Dubois! It takes much courage and wisdom on the part of the Chief to implement this action for the citizens of Johnson City. The citizens pay for it in their taxes and deserve to have police patrol at all times! It should have been done a long time ago.

It has been well known throughout Blanco County that there has been NO adequate 24 hr. police patrol being performed anywhere in the county areas.  And it is particularly well known within the crook community when our police are and are not out.

The sheriff was also quoted in the article as stating (something like) that he was going to talk to his crew and see if some body would volunteer.

GIVE ME A BREAK!

This is typical Bill Elsbury-Blanco County Sheriff Department-Style! Do Nothing! The fact is: no one wants to work all night within the patrol division of the Blanco County Sheriffs department. It is going to take the sheriff getting some backbone and order it done! (Like any of his “boys” are going to tell him “no”….they would lose their jobs for sure!)

It is my belief that the sheriff will not ever implement 24 hr patrol with the sheriff department deputies and that the citizens of Blanco County will continue to be without adequate countywide patrol. Though I do urge the sheriff to reconsider his position and do his job that he swore an oath to do! Oh! And was voted in office to do. It is no wonder this county has a hard time attracting new business!

Everyone understands that being a police officer has a degree of safety issues associated with the job. Each officer knows this when entering this profession and before taking the oath to serve and protect.  It is a hazardous profession and everyone knows it. There are certain things you cannot procrastinate on just because it may be hazardous.  Patrolling our neighborhoods is one of them! We depend on our city police officers and our county deputies and we need them.

Not only do I urge the sheriff to patrol 24 hr. countywide, I also urge the city of Blanco to consider these actions and to go to 24-7 patrol. The citizens of our entire county deserve it and pay for it, too.

North End Citizen

Note: This web site has been calling for 24-7 patrol since its conception. All of our surrounding counties have it and there is no reason other than pure official neglect that we don’t have it!! Most counties have county commissioners and a county judge that demands accountability.  This county does not! They simply allow this sheriff to get by with anything and over budgets for a nothing policy.  The sheriff department is the biggest form of taxpayer waste as for as what you get for the money!

Kudos For EMS!!!

I want to give kudos to SW who stood up for what the voluntary EMS stands for.!!! She has guts and credibility

Blanco County Concerned

 Year In Review

1-4-2008  Happy New Year!

The Concerned Citizens of Blanco County has made great progress for the year of 2007.

We are proud to report that as of this date we have had over 12,000 viewer/readers visit our site. This is overwhelming and much more than what we had expected. Your concerns and letters have made the difference!

Believe it or not!

Your elected officials have gotten the message. Have they paid attention? We doubt it! But we still urge you to keep your letters and concerns coming in. If you see anything, hear anything, or have thoughts about anything regarding your local government or officials send it to us.

Over the past year, as a direct result of your letters and comments posted to this web site we have accomplished many things.

·        Informing the citizens of the immoral and wasteful spending of taxpayer’s money on (specifically) two overpriced land deals.

·        We made you aware of the county judge trying to get a free ride on whatever he wants to do to historical designation and building in Johnson City, without approval from the proper authorities.

·        We have been instrumental in getting the Historical Commission involved in the repairs of the historical Blanco County jail when the county officials quietly tried to slip that by the Historical Commission.

·        We were able to report to you inside information on the Historical Commission’s $80,000 fines placed against the county for not honoring historical designation on the county court house.

·        Not to mention, the cat was let out the bag about the excessive drinking and fights at the county fair and rodeo and alcohol beverage laws not being enforced, as well as, mere safety being enforced.

·        Your letters about E-coli in the water at the (public) rodeo ground resulted in state health officials being brought in to attend to this public health concern and resulted in the placement of chlorinators being installed on the water wells at the fairgrounds. (NOTE: Still do not drink the water as they are just putting chlorine into a bad well where sewage is leaking into the well)

·        Insider information was brought to you about severe problems in the NBCEMS and the JC Fire Departments.

·        Your letters brought attention to the taxpayers that the county sheriff department autos were being used for Burnet County politics.

·        You letters brought awareness of the low morale in the sheriff’s department due to lack of care and concern by the sheriff.

·        Your letters also brought attention to security breaches at the jail and a direct result was the removal of a propane tank that was out of code for years.

·        Your letters brought awareness to the possible illegal use of county equipment at two local taverns in Blanco.

·

So much more awareness has been created among our county residents because of this website, and there is so much more that is not listed above.

Doing things right in our county government seems to be what we all agree on.

Keep YOUR concerns and letters coming in!!

Our government officials have to be accountable and responsible.

YOU the concerned citizens of blanco county have got these officials looking over their shoulders.

Sheriffs Office Still Refusing To Back Up DPS

Or Continued Do Nothing Policy??

Concerned; 12.19.07 Driving Eastbound on the morning of 12-19-2007, I came upon a wreck on the westbound side of 290 near the cemetery…. at a creek.  There was a car in the creek; it was heard on the scanner I know BEFORE 6:30.  It was 7 AM at the time I passed the wreck.  There was a DPS car present, a TXDOT truck, a few fire trucks, and a JOHNSON CITY POLICE CAR!  NO BLANCO COUNTY SHERRIF DEPT IN SIGHT!

What makes this right for even one minute?

I am a Johnson City resident and I want my Johnson City police to work in Johnson City!!…. NOT NEARLY TO HENLY! That is partly what we pay taxes for!!! So that we can have police service in Johnson City BY JOHNSON CITY POLICE OFFICERS!!!  What if they were needed at that time in Johnson City???  What if one of our children needed them at 7AM on their way to school in Johnson City????  They would not have been there…. because they were working a wreck on HWY 290 that the Blanco County sheriff dept CLEARLY SHOULD HAVE BEEN WORKING!!!!!

Why was the sheriff’s dept NOT AT THAT WRECK?????  Why do our Johnson City police officers HAVE TO DO THEIR JOB!!!! Can anyone tell me this???

Why is NO ONE running against this sheriff in the next election???  Why does our community continue to accept this kind of incompetent treatment by that one elected official…the one who does not demand for his deputies to work and do their jobs!!!!!! Why can’t the sheriff dept just do what our county tax paying dollars pay them to do?

Very Mad in Johnson City!!

NOTE: Lets take this one thing at a time. Not seeing a Blanco County Sheriff Deputy anywhere in sight is certainly nothing new! You are absolutely right this is an injustice that the Sheriffs Department does not do their job. It is very true that JCPD could have been needed at a school emergency at that time.  However, state law allows any officer with the city to assist anywhere in the county.  Both Johnson City and Blanco City police departments have been good to back up DPS because they know the sheriff department will not, UNLESS, it is something that will make the sheriff look good then they will show up! A good example of this was a recent article in the JC paper about what a good job the Sheriffs Department did on clearing a burglary.  The fact is they just happened to stumble on to the guy and nabbed him and Johnson City Police did the rest! The poor case clearance record of this sheriffs department is on file at the Texas Crime Records Bureau!  Someone must have thought it was a good time to put a feather in the sheriffs cap right here at election filing time.

It is amazing that no one has stood up to run against the sheriff, but the fact is that he is a smooth talking, back slapping, hand shaking politician.  He makes himself look good every chance he gets and that is a priority with him. If the people of this county choose to not stand up and take a stand then we will be left having the red-faced, day-after-hung-over looking, back slapper that we have. Doing absolutely nothing.

County Judge And His “Yes” Men Commissioners

 Spend Another $250,000.00 On A

Hush Hush Land Deal !!!

12.17.2007

Concerned: We have been hearing in the south end of the county from a good source that the county officials have bought another piece of land for 250,000.00 in the north end of the county.

I just don’t understand how the county judge and county commissioners can continue to secretly spend this kind of money and latterly rape the taxpayers of Blanco County.

If this is true, then in my opinion our county judge and commissioners have no accountability, ethics, or morals! The Commissioners Court defiantly have no allegiance to the people who trusted them with the taxpayer’s money!

 My opinion, what crooks!

Mad Taxpayer in Blanco County

Note:

Our sources tell us that yes they did buy a piece of land that is next to the sheriffs sub station.  We also confirmed the price at $250,000.00 and we were told it closed on about December 7,2007 at the county attorney’s title company! (NO LESS!!) You might know she was in on it and had to get her piece of the pie. The property that was bought, we hear, is for a new jail. Now understand property was already bought in 1996 for a new jail! It is well known around the community that this 'do nothing' sheriff we have has vowed since he was elected that there would be no new jail in Blanco County on his watch as sheriff! This is ludicrous as each year the costs have risen drastically and will cost millions more today than what it would of cost when it should have been built back when he first took office. (More tax payer dollars spent by this group of officials!) It is also well known that this current land purchase could have been made years ago for a $100,000.00 less. The county also knew it was for sale then!  This piece of property by all rights should have been the property bought for the annex when the county foolishly spent $750,000.00 for a property that could have been bought for $450,000.00.  It is for sure the county is land rich on over priced property. (Ironically, NONE of it is in the south end of the county where an annex is desperately needed!)

This now makes over 1.2 million dollars of taxpayer’s money spent on wasteful spending and in fines in the year of 2007!!!

Remember 2007 when it comes election time folks!  You CAN make a change!

We the people have allowed this to happen by no one standing up to run against these soiled politicians OR GOING TO THE VOTING BOOTH! (Only 13% came out to vote in the last county election.)  We need people to stand up and run against these do as they please politicians!

 Writer Support For NBCEMS!!

Concerned 12.17.2007

Being a former NBCEMS volunteer, I find that some of the responses on here are simply childish. There are still many of the same volunteers here that have been here for years and I know their intentions have always been to help the people in their community, however there have been a few people over the past few years that lost sight of what EMS is all about.

I know things did not go very smooth right after Bill Watson passed away. We voted on a new director and, looking back, I think we made the wrong decision even though there wasn't anyone running against her until the last minute when Tim was nominated, but that's another story. Bill's shoes were hard to fill and there were a lot of decisions and changes made. It wasn't long after that some people quit running with NBCEMS. It appears that there is more to this whole story and I think it started a long time ago. I think vengeance played a huge role in this lawsuit and unfortunately it's all at the expense of NBCEMS, but that is just my opinion.

It doesn't surprise me at all that Monday Rusk would file a lawsuit against NBCEMS. I doubt it surprises anyone who really knows her. It does surprise me that she would work for 2 years without receiving all of her pay...Hmmm??? I think I would have quit well before 2 years went by if it was that important. She says,” She is simply putting a stop to people working for NBCEMS and not getting paid." She says, "If she hadn't stood up then the next person would be working for free." Well, who would continue to work somewhere and not get paid? I see how she helped herself, but I don't see how she has helped the community or NBCEMS. By saying that she basically didn't pursue it in court because she didn't want NBCEMS to go bankrupt is a load of crap. I really hope that the majority of the town has enough common sense to see the truth. Why didn't all of the other paid employees of NBCEMS file the lawsuit with her if none of them were getting paid? If it were really going on with all paid employees, then it would have easily been settled without a lawsuit being filed. Not only is she slamming NBCEMS, but how about the Fire Department too. Why not? We just have a bunch of mean non caring drunks running the community that MAKE you work for free!

Note To Self: Before anyone has a chance to think too hard about NBCEMS, make up an excuse to post something new about the Fire Dept. so nobody will focus on the true problem.

Just because NBCEMS settled, doesn't prove anything.

Looks like "Glad to be in Hays County" should stay there. It doesn't do any good to post untrue comments on here about people. In small towns, you can't get away with lying for very long. Nobody has total control and if you or anyone else are gone, there is a good reason for it. It looks like they made a wise choice. Get over it already!

And by the way, the well known fact that the emergency services in the county are laughed at etc... Well, I'm sure that all started when all of these people were running with EMS (Glad to be in Hays County etc...). Looks like the house cleaning should have been done a long time ago.

Regardless, I think everyone should focus on ways to help NBCEMS instead of hurting them with things like lawsuits and false statements (Glad to be in Hays County) about the new director. There's probably a good reason that he is now the director and, unfortunately, he has had to pay a price for doing his job. I have no doubt that he will pull thru just fine. Bill Watson and all of the volunteers worked very hard to build NBCEMS. Everyone should think about the lives that have been saved and all of the good things that NBCEMS has brought and will continue to bring to the community rather than wasting time on pointing out every so called "mistake" that has been made. What's done is done and there is no reason for anyone to continue to try to tarnish the reputation of NBCEMS. The volunteers and employees of NBCEMS are good people and don't deserve this. Now that all of this is over, I hope to see the community pull together and support NBCEMS because that IS what they deserve.

To all of you volunteering, employed with pay, or employed without pay in the community-Thank you for your continued commitment and dedication to serving your community. Don't worry about the "Mondays" out there. No matter how bad things seem, they always work out. Good things happen to good people. You have my support all the way!!!

Thanks,

S W

NOTE: Here is your letter SW sorry for the delay! It is our hope and prayer that any inner termoil within the NBCEMS come to a stop.

More Turmoil and Controversy With the North Blanco County Emergency Services!!!

Concerned: After talking with the people of the Henly Fire dept., it seems that a local Johnson City fireman, has been talking trash again.  A Official of the Johnson City Fire Department told a Henly fire fighter and their chief, that Travis Haffelder still had charges pending against him with NBCEMS.  This is NOT true. NBCEMS has NO charges pending against him or anybody else. Mr. Haffelder did NOT break into anything at NBCEMS.  You cannot break into a room that you were given a key too!!!  There were NOT even any reports filed.  Statements were taken from the NBCEMS Director, but as always, they held no merit.  People of Johnson City, you must wonder why lawsuits happen?  It's because of the people you listen too, and take for granted that what they are telling you is true.  After reading some of the depositions from the NBCEMS lawsuit, it's no wonder that they jumped on the settlement. The officials of NBCEMS perjured themselves so bad, that they all would have been sent to the penitentiary if this ended in the courtroom. Maybe a few of these fine upstanding local citizens need to have suits filed against them.  Let the truth come out in a real court of law, and then lets see what you think about your "Good ol' boys and gals"...

Still glad to live in Hays County

Note: It is a well known fact that the emergency services in this county and the sheriffs department is laughed at not only in Hays County but surrounding counties and through out the state! Thanks for your letter.

Concerned: Well folks...Once again the county judge and his “yes” commissioners have appointed another cronie to the ESD board.  You folks on the far north end of the county (Cypress Mill, Round Mountain, 962 West) you better take notice of what your ESD board, NBCEMS, and Johnson City Fire Dept, really thinks about you!!!!  The whole meeting was so orchestrated by the powers that be between Johnson City fire dept., and NBCEMS that a symphony couldn’t have competed with them.  One organization would bring up a subject, and the other organization would just happen to have that info in their hands.  Well what was finally decided was that you people at the far north end of the county...you DID NOT pay enough in tax money to warrant having a decent fire dept. or an ambulance stationed in Round Mountain.  Your lives and property are not worth it.  They just as soon take your money and squander it on Johnson City fire dept, and NBCEMS and when you need them they will be there if somebody can make it to the station.  The director of NBCEMS, told the ESD board that they could be anywhere in their jurisdiction in 15 minutes.  I guess that he and the ESD board think that you just turn on your lights and siren and the ambulance or fire truck is magically transported there.  Well it didn’t work on the call on 962 east an Old Stieler Rd. It took them 45 minutes to get there, as anybody in their right mind would know.  The Director of NBCEMS was questioned about the response time.  He told the patient that there was no way they could make it in 15 minutes.  The patient’s reply was...WHY did YOU tell the ESD board this?  He had no reply.  And why does it take 20 minutes to get an ambulance in town.  Was it just because it was a holiday, or the fact that none of them really care about your well being.  They got what they wanted.... THE POWER.  You and your tax dollars mean nothing to either one of these organizations.  The ESD board asked all three entities to reduce their budgets for the next fiscal year 7 percent.  Round Mountain fire dept. did...And was still reduced a total of 17 percent while NBCEMS and Johnson City fire dept got what they wanted.  How is it that for the last several years that JC fire dept. has managed to get 12,000 dollars for building maintenance, but yet nothing has ever been done to the building?  It must be awful pretty inside???  The money was spent on other things, and the ESD board allowed it!!!  And, once again, as usual the “in the know” ladies and the Record Courier reports what it wants too. The girls at the paper reported that Round Mountain fire dept, stood firm and did not reduce it's budget.  Their budget was reduced a total of 17 percent so the other two entities could get what they wanted.  You people on the far north end of the county mean nothing to these people; you don't pay enough in taxes. An official with Johnson City Fire Department said that all ya'll need in Round Mountain is old ranch trucks for fire trucks. Why doesn’t JC fire dept. have any old ranch trucks?  They have several new trucks. Even a 20-year-old 50,000-dollar truck that no longer meets NFPA regulations, you've seen it in all of the parades.  If the ESD board is going to start taking advice from this Johnson City Fire Department official, then this fire dept will soon be in as bad of shape as what Marble Falls was when he was assistant chief here.  He kept that place in total chaos.  Ask some of the firemen from Marble Falls. This man is going to tell the ESD how it should be run...right into the ground or into court.  It looks like also that NBCEMS and JC fire dept could both stand to take some driving lesson also along with maybe a mapping class.  It's a good thing that at least one dispatcher was paying attention when one of YOUR fire trucks was going to go WEST to get to a call at the Blanco/Hays county line.  You think they might have stopped when they reached Fredericksburg????

        HFR

NOTE: Thanks for your letter HFR.  You need to realize that the local paper on the north end prints only what it wants and does not print the real news.  A good example is an accident that occurred in town recently that resulted in major injuries. If a tourist, or an outsider, had been involved it would have been front-page news! Our insiders tell us the newspaper was well aware of the accident but chose not to print and to keep it hush!  We are also being told that a major “sweep under the carpet” effort was made to keep this quite! Is something being hid here? It makes you wonder…doesn’t it?

Concerned for North Blanco County EMS

There are always at least 2 sides to every story and I would encourage any Blanco County resident that wants to know the “"Facts" about this case” to investigate the situation completely with all parties of the lawsuit.  There is usually much more to a lawsuit than what appears on the surface.

You should also know that many businesses “settle out of court” because the cost of going to court is much higher than the cost of paying someone off, not because they were doing any thing wrong.

If this Monday Rusk person was “not out for the money”, “not out to hurt anyone” and didn’t want to hurt “her” community why did she file the lawsuit?  Lawsuits always end up costing someone a lot of money and it’s always the lawyers that end up profiting the most.  I think there could have been a much simpler, less costly solution if her only concern was for current and future employees of NBCEMS as she stated.  Maybe she would like to give her settlement back to the NBCEMS to help the taxpayers she is so concerned about.  If NBCEMS had been forced to go bankrupt because of her lawsuit how would that have helped anyone?  Bringing in a private company to take over where you have a volunteer EMS or partial volunteer EMS would cost the taxpayers a lot more money.  I don’t remember ever hearing of there being a problem with emergencies being handled here in Johnson City by our current EMS.

I have worked for companies in the past that I didn’t think were completely fair to their employees but I didn’t sue them.  I just found a new job where I was happier.  And I have volunteered many hours to worthy organizations.  I can tell you that the satisfaction of volunteering far out weights anything else.  It’s too bad that Texas won’t allow you to volunteer where you work if you so desire.  It causes you to have to work somewhere else so that you can volunteer with an organization that you enjoy volunteering with.  Otherwise you could work part or full time for pay and then continue helping the agency that you really enjoy by volunteering additional hours.  Many small community EMS and VFD people are like a family where people enjoy being together while helping out their community.  These are usually very special, dedicated people in my opinion.

For years our very own dedicated EMS volunteers here in Johnson City did work other jobs while volunteering for our EMS.  Maybe we all should be asking how we can help to keep our current EMS going.

NOTE: We welcome both sides on this EMS issue because it is important to our community. We will print both sides because we know our local newspaper will only print one side, if they will even print that! At least the former editor, regardless of how she felt about an issue, would print it. You know freedom of speech…we all are entitled to the right.
We have many solid citizens who believe that if the NBCEMS felt they were right they should have fought to prove it.  The reasons that they are giving regarding the settlement being made out of court because of the costs to try the case ...is a “white wash”. Something was evident in the case and the attorneys knew it so more than likely they advised them that they were not going to win if taken to trial.  Knowing that they were advised to settle. In that event, yes, that would be cheaper. This issue will always be a cloud over their heads.

Fire Department Training Session... Or Beer Bust?

More On North Blanco Emergency Services…Little or no training in the Fire Department?

Lets look back approximately 2 years ago and let the public see what really caused the 200,000-dollar lawsuit that NBCEMS actually lost.  According to the bylaws that were written and approved by the membership, if a volunteer DID NOT run on the schedule for 3 consecutive months, then they could be removed from membership.  Several of these people were removed from the membership.  THEY approved these bylaws.  Lets all remember this because it plays a big role in this story.  These people who were removed from membership got our local newspaper commentator come to their rescue.  He proceeded in telling everybody that the Director at the time was over bearing and a control freak.  There seemed to be no Hometown "good ole' boy" people in this organization.  The hometown people were not helping out, just like they didn’t when Bill Watson was the Director.  But...Bill being the wonderful person that he was, always covered for them when they wanted to go out partying and playing. There were a lot of us from Hays county coming over to see to it that the people of North Blanco County had the emergency services that they needed.  We weren’t from here, so in the eyes of the membership, we were outcast.  Well as time went on, the Director NOW, saw to it that he got his way, and we were all sent out the door for some trumped up reason. The new director told the former director at Bill's funeral that he would see to it that she failed.  That was his goal.  Now lets not forget that somewhere in her tenure as director she was also voted as Citizen of the year, by an organization in Johnson City.  That speaks pretty highly of her and the way she was making NBCEMS grow to cover your needs.  Well all of these people who were voted out of the NBCEMS because of their not wanting to run on the schedule, were all allowed back into the organization.  They claimed that there were 2 sets of bylaws, and that they voted this other set in.  They even got Judge Carter to claim that one set of bylaws were null and void "as best as HE could remember"...Hmmmm!!  Well seems to me that if they would have attended some of the meetings they would have had a whole lot more of an understanding exactly what they were voting on.  They got their way and we stuck to their bylaws that they wanted.  The taxpayers were more important to us than their bylaws.  We saw to it that present director got his way and he became the new director.  Now lets all remember that these people claimed that it was not fair to vote them out of NBCEMS because of their not wanting to run on the schedule, but 2 weeks later some of these same individuals went to the Johnson City Fire Dept, and voted 4 people out of that organization because of their lack of involvement...not making fire runs.  Is anybody starting to see a pattern yet???  As the weeks went by the new director of NBCEMS along the President for NBCEMS and the NBCEMS secretary who is also the City secretary for the city of J.C. made up all kinds of reasons to see to it that we were all removed from the organization.  They called the law on us so many times it was really getting funny.  They only made themselves look like children in the eyes of law enforcement.  We had done nothing wrong.  The new director was really scraping the bottom of the barrel.  No charges could be filed on any of his accusations.  He just really wanted all of us gone so he could have total control, which he got.   Then he set his eyes on the one person that could really run the place, and ran it well.   Monday Rusk...He trumped up more internal investigations against her, none of them held any merit.  The board of directors turned a deaf ear to her and her pleas for help.  The 200,000 dollar lawsuit was really about retaliation against Monday Rusk and Travis Haffelder. What is really sad about all of this, is the fact that now your EMS and Fire Dept. are both being run by these same people.  Your tax dollars are being spent on two organizations that cannot serve your needs.  Have you noticed that you can't get a fire truck anytime during the week until after 6 or 7 o'clock p.m? Because the people running the show there, all work out of town, they are never around, but yet they hold your precious items and property in their hands.  The President of that organization, keeps a bar stool underneath him too much to even knows what is going on.  The former mayor and city administrator saw to it that city employees can't make fire calls unless you are dying.  So once again your tax dollars are wasted, and your ESD board does nothing except give them more of your tax money.  Now I know that you are saying to yourself...I see these pictures and articles in the newspaper.  We must have people here to take care of our property and us.  Well the people who now run both of these entities are all tied up together in one tight little knot.  The secretary/treasurer for the fire department is also a volunteer with the EMS.  She was one of the ones voted out of EMS for not running on the schedule, and still doesn’t, but she also works for your local newspaper office.  So she can take all the pictures and write all of the articles about both of these entities to make them look just as great as she wants, and gives you the taxpayer, a warm fuzzy feeling. We should all know by now that your local newspaper only prints what it pretty much wants too, and leaves out a lot of the story that needs to be told. You as a taxpayer should stand up and demand that your ESD board do more than what they do.  Have this little "click" removed.  All of the money that has been wasted by your city and county government, could have set you up an extremely nice self sufficient.... if run right, emergency services organization.  It is time that you rid yourself of these weekend warriors.  You have a lot of very talented and very trained people in your community that these people do not want to see utilized because it takes the lime light off of them. They are not trained, and do not want to take the time to be properly trained.  No one in the Johnson City Fire Department has proper credentials or certifications, not even the fire chief!   This is nothing but a game to these people, and the ones with the most toys wins...At YOUR expense.

Glad to live in Hays County

Participant In $200,000 Lawsuit Against North Blanco County EMS  Goes Public and Writes This Letter…

I had no intention before today to go public about my lawsuit against North Blanco County EMS. However, today I received a call about the article that was published in the Johnson City Record Courier. The headline I understand can get your attention. I am sure that at any time when someone reads a large amount of money, it would tend to catch their eye.

My point behind this letter is basically to give the taxpayers "Facts"

about this case. And to at least let them know how their tax dollars are really being spent. I am not into "mud slinging" the other side. I sued NBCEMS for a good reason. I sued because they owed me back wages. And anyone can look up the laws on how to pay your employees. It isn't rocket science folks. The law says if an employee is working anything over 40 hours then you must pay OVERTIME. I had asked for all my pay for 2 years. I was never given a reason as to why I was not being paid. The people in charge would "pass the buck". I have the depositions on these facts. I would be more than happy to show them to anyone who would like to see the facts in this case. I was not out to hurt anyone. I simply wanted to put a stop to NBCEMS putting paid employees on the schedule to respond to the emergency calls and not get paid for them. Ask yourself this question. Don't you get paid to do your job? Why should my family expect anything less? And why would NBCEMS settle for ANY amount of money if they were right? NBCEMS was WRONG to make us work basically for free. I could of held out for the whole amount and let it go before the judge in federal court. But I am not out for the money. I am about what is RIGHT for my community and me. If I hadn't stood up then the next person would be working for free. Do YOU want to work for free? It is NOT LEGAL to work for free. Children don't get fed for FREE. Bills do not get paid for FREE.

My biggest concern out of this is not the money folks, But this next question. Is NBCEMS still putting paid employees on the schedule and NOT paying them? Are they setting themselves up for ANOTHER lawsuit? I settled for a smaller amount. NBCEMS said they would have to go bankrupt if I pursued this matter. Are YOUR tax dollars going to go to an organization to pay lawsuits because they should know the law about employees and REFUSED to pay them? I do not care what people think about me and what I did that I felt was right. I am concerned about the community and your call being answered in case of an emergency. If they go bankrupt, then whom will you call? Lets do what is right folks. It didn't hurt me to stand up for what is right. It won't hurt you to look into this matter either.  I also was a member of the Johnson City Fire Department. And when I questioned them on their training, and also their drinking while training well, you guessed it. I was not liked much from them either. They started rumors about me; they did everything they could to talk about anything other than answer my questions as to WHY we did not demand training before we let our people in those fires? Does the ESD know any of these answers I am asking? They give out the money for these organizations, yet do they know about these problems? And if so, are they still just handing out money without questions? I am sure my settlement was not in their budget. But did they know I was having to work for free? And if they didn't know, then WHY NOT? Whose job is it to watch our tax dollars?

Mine? Yours? Who? I stand tall folks. I worked and I should of been paid accordingly. Gossip and such, is a terrible thing. You have a choice here. Stand up for yourself and for what is right like I felt I did. Or stop complaining. It is YOUR community too. Stand up for it.

Monday Rusk

ACTIONS OF NORTH BLANCO COUNTY EMS OFFICIALS END UP WITH THE SETTELMET OF A $200,00 LAWSUIT!

In regards to the Johnson City Record Courier, the article about the lawsuit with North Blanco County EMS and Rusk, Haffelder, I say this.... Are they kidding? I know that for a fact Monday Rusk and Travis Haffelder were at one time VOLUNTEERS.... But then they became PAID employees. Did NBCEMS really think that they could continue to work these two individuals without pay? Did NBCEMS really expect them to respond to an emergency and NOT get paid? I get paid at my job. I say kudos to Monday and Travis. I would not work for free either. Does NBCEMS understand the laws? They must have done something wrong to have to settle out of court. Do the people of Johnson City understand that Monday and Travis only asked for the money owed in back pay from the time they were a PAID employee and NOT a volunteer? What is wrong with that organization? Can anyone explain it to me?

Anonymous In The Know At EMS

NOTE: Your question, what is wrong with that organization? Simple No accountability and over sight by the County Judge, County Commissioners, Emergency Services District, and NBCEMS officials should have to answer for their actions in that respective order.  First of all, it is highly rumored around the courthouse our county judge does not give a hoop about our emergency medical services operation as it is in this county, as he would love to abolish them and negotiate a contract with a private company and bring them into the county. Now can you see him negotiating a lucrative contract, Hm?????  Just think about it! The emergency Service District is a “Rubber Stamp” group who is suppose to pay the bills (county Tax dollars) and you guessed it they are appointed by the county Judge who happens to be the 911 coordinator for the county and approved by the county commissioners! It seems the county found a loophole that allows these people on the ESD to be appointed and not elected.  These positions should be elected, as these are our tax dollars we are talking about! Dr. White the President of the ESD has been quoted as saying that the ESD is not there to tell NBCEMS or the Fire Department how to spend their money. He says they are only there to give the money to the departments.  Can you imagine a business being run like this? This is where the problem is, no accountability and no oversight! The ESD should approve all major purchases and spending! The ESD should also rid the department of the power hungry individuals.  However, do not confuse dedication with that of being power hungry as we do have many dedicated individuals in NBCEMS. To do this the ESD should be an elected entity. Last, Members of the ESD should not be family related to board members of the NBCEMS or Fire Department this is a conflict of interest beyond a doubt!

As far as the lawsuit, the county and NBCEMS officials must have known they were going to loose this suit or they would have not agreed to a settlement! Taxpayer Dollars! NBCEMS officials take heed to the rumor that Guthrie would love to see you crater and bring in a private EMS service

There is a prayer for our first responders on each page of this web site. It would be our recommendation that we pray for each EMS member both paid and volunteer and the Fire Department, as well. That they learn from their mistakes and get their act together!  Our community needs their services and we need them!

$80,000.00 DOLLAR QUAGMIRE?  ARROGANCE OR STUPIDITY? THIS IS ANOTHER FINE MESS YOU GOT US INTO!

According to the Johnson City Record Courier, on July 26, 2007, it was reported that the Blanco County Commissioners Court agrees to pay an $80,000.00 penalty (fine) to the Texas Historical Commission for installing windows that did not meet the Historical Commission guidelines on historical Landmarks after the last hailstorm.

This is a good of an example of the arrogance or just plain ole stupidity that is so often expressed by our county judge and the “rubber stamp” commissioners in office.  County Judge,” Billie Joe” has a long track record of not following protocol and doing things his own arrogant way. This was the pattern he exhibited in Kerr County and now he has brought his plague to Blanco County. This further proves that “Billie Joe” could care less about the historical designations on our beloved Historical Landmarks in Blanco County.   It was noted also that the commissioner’s court had to go into executive session (secret) to discuss this matter. Why is it that the commissioners go into “secret” session when it cost the taxpayers their hard earned dollars dearly? You would think that the county judge and commissioners would be men enough to do business in open session where the tax payers could see what was going on.  Another example of arrogance…or do they just not want taxpayers to be aware of their blatant ignorance?

There was yet another near-major deboggle when the roof was blown off recently at the county jail. The sheriff and county judge started work on the Historic Landmark Jail without proper notification to the Historical Commission. Imagine that?  More taxpayer dollars being spent haphazardly in Blanco County, it wasn’t until a complaint was filed to the Texas Historical Commission that this incident was happening that the proper authorities (THC) were brought in to intercede and that permits were taken out.  A Johnson City building permit was not even taken out until a complaint was filed.

While we respect the former judge, George Byars, Jr.’s (Ret.) opinion and right to speak his mind, we also feel that it is absurd to compare our courthouse with Stonehenge or Pompeii.  Our courthouse is either a Texas Historical Landmark or it is not and should be maintenanced as state law entitles it to be. This building brings in a lot of money to our community and every effort must be made to preserve its historical integrity. The THC is there for us to use as a resource when it comes to utilizing energy efficient products that met historical conservation efforts and comply with Historical guidelines. George Byars, as chairman of the County Historical Commission, SHOULD KNOW THIS and SHOULD be involving himself in the Visionaries in Preservation Community Heritage Development Program that the THC offers to historical communities such as ours.  The City of Blanco has been participating in this program, perhaps Mr. Byars could learn something from Blanco’s participation in the program rather than just hold the title of “Blanco County Historical Commission Chairman.”  The county officials could learn a thing or two from the citizens of Blanco who jumped onto this program and have done a wonderful job preserving their historical community.

Judge “Billie Joe,” by his own arrogance or ignorance, has chosen not to consult with the Texas Historical Commissions architects, and consultants that are readily available for our community. As usual, it is his way or nothing. This is the general rule of business in our county government and it always rubber-stamped by the I-can’t-think-on-my-own commissioners court!

$300,000.00 over paid for land and now another $80,000.00 spent in penalties to the THC, PLUS the cost of replacing the historically incorrect vinyl windows in the courthouse. WHAT IS NEXT!?

I suppose that the opinion around the courthouse is Oh well, it is just the taxpayers money!  When is this gross negligence going to stop?

Really Concerned in Blanco County

Getting Off Our Laurels!!

As a citizen of Blanco County and taxpayer, all I am hearing are the many flaws that are being pointed out regarding our ELECTED officials.  My thought is, if you are this concerned about the corruption in this county by all means run for a position as mayor, county commissioner, or volunteer to be a crossing guard to the school district to ensure our children are getting to school safely, volunteer with the domestic violence center, join the fire department, contribute to the many scholarship programs to help the young adults better their lives after college, volunteer at the county clean up, start a grassroots organization to protect and oversee the development of Blanco County.  There are many ways to change our small little county.  Sitting back on our laurels may help stir the pot but there comes a time you have to roll up your sleeves and do the dishes!

As for me, I'm currently in nursing school and plan to volunteer with the Blanco County EMS after I graduate.  Every little bit helps!

Sheriff Elsbury Violates His Own Policy!

Breach of Security!

On May 30th at 11:10 am inmates at the Blanco County Jail were outside for recreation

time. Elsbury himself was across the street in heavy conversation with two citizens visiting building his ego and image. There was no other deputy around. Inside the jail yard was a jailer sitting on a metal fold up chair, (yes, a metal fold up chair!) which is a direct violation of security policy. The fold up chair could easily have been used as a weapon against him. It is not unusual for items like this to be in the Blanco County jail secure area.

Is the safety of jail personnel not top priority? At 11:20 am Elsbury was nowhere in sight  having left the area and the jailer was still sitting in his metal fold up chair!

Note: there was still no deputy around, as we believe policy states. Elsbury, have you lost your mind or were you having a bad day from the night before?

PEC LAWSUIT FILED!

Customers sue Pedernales Co-op

The Pedernales Electric Cooperative has accumulated $164 million in excess revenue that should be distributed to its 200,000 Hill Country members, a class-action lawsuit filed Wednesday in state District Court in Travis County claims.

The lawsuit, filed by co-op customer Lee Lawrence, also claims that the cooperative's board of directors were improperly paid thousands of dollars despite rules that they receive only per diem allowances and reimbursement for expenses.

Bill Cunningham, a spokesman for the cooperative, said he could not comment because it is an ongoing legal matter.

The lawsuit draws attention to a fund that it says totaled $164 million in 2005. The lawsuit contends that the money is excess revenue that should be returned to the members of the cooperative.

The lawsuit also says that according to state rules a cooperative must distribute money to its members with any revenues left over after paying for operating expenses, maintenance, construction and other contingencies.

AUSTIN American Statesman (5-18-2007)

NOTE: Anything that goes uncheck including County Government gets rotten and begins to smell. If there is wrong doing at PEC then it is time to clean house.  Some people in power, who are unchecked, get in their head they can do no wrong. We have pleanty of unchecked power this in this county! On the good side, with all that may be wrong with the PEC, lets not forget the good they have done for our community and county and the wonderful folks they employ.  These good things are the very reason people were afraid to anything are file this suit. We think this lawsuit will bring out the truth. Also note our local newspapers who usually ride the fence and will not print on any "HOT" or controversial local issue had articles on this.

County Lawsuit on the Horizon??

Judge Guthrie and Attorney Myane have proposed to file a lawsuit against Johnson City and the JC City Council regarding the "Commercial with Historic Overlay" zoning that was passed at a prior Council Meeting. This would mean that any building would need to be passed by the JC Planning and Zoning and then the JC City Council.

This shows that Judge Guthrie once again wants to make ALL the calls with the taxpayer's money. Why can't the guy just work with the citizens to put a building that EVERYONE will be happy with? And Attorney Myane isn't making any points with her full-throttle approach! Bless this county. Pray to God that someone, ANYONE, runs against these folks, as well as Elsbury, in the next election.

NOTE:

This does not surprise us at all. County Officials are bent on doing thing their way or no way!  And now you have a Mayor of Johnson City who is proven to be in the hip pocket of the county judge. This mayor will try to put forth the agenda of the county officials in Johnson City government. It is sad the people voted a mayor into office that will take the city 5 steps backwards. It will be interesting to see what direction the council members will take, as that is where the real power is located.

County Officials trying to Manipulate City Government Election?

(a picture is worth a thouand words see pictures below)

Concern.. Everyone should know that Kermit Roeder is the choice of most high ranking Blanco County Officials and their appointee to run for the Mayor of Johnson City. If he is elected as mayor the citizens of Johnson City will be allowing the county judge and the county sheriff to be running the show in Johnson City government, as they have wanted to do for a long time. The county officials will be advised of everything that goes on at city hall if Kermit is elected.  Kermit has been a long time Pawn of Billy Joe Guthrie. Remember, Kermit is the person who wanted to do away with the Johnson City Police Department in his last stint as a city official. Consider this when you go to the polls in the upcoming Johnson City elections. The County Officials are also “wooing” city council for their support in controlling the city! If you don’t believe the county officials are trying to manipulate this city election these pictures speak for themselves! The first is a Justice of the Peace Terry Carter (another Pawn) political sign with Roeder’s sign over it. They are all over town like this. The 2nd is a photo of a Roeder sign on Elsbury’s family property. The 3rds is a photo of a Roeder sign on Commissioner Sultemeier property.

A job well done....

The Johnson City Planning and Zoning Board gets a big applaud for a majority vote to turn down a Blanco County request to rezone the city block that was purchased by the county for $750,000.00 on January 30th, 2007.  It would seem to us that Judge "Billy Joe" Guthrie and his commissioners who rushed to overpay for this property behind closed doors should have slowed down a bit, thought things through, informed the public, and paid much less for the property. Had this occurred, these type of "zoning" issues would have probably been worked out in advance of the purchase. The county may now have a $750,000.00 mess on their hands for the taxpayers to pay for! It will now be interesting to see what the Johnson City council members do at the next city council meeting (March 6th) when they address the county's re-zoning requests. You can be assured that the county will be twisting every arm and applying loads of pressure on them!

We feel much study, thought and discussion on the effects to the existing Historical area and other very important matters should be done prior to changing any zoning.  Most all citizens are for progress and looking positively toward the future.  However, the citizens (taxpayers) want it done in a manner that is ethical, professional, and open to all taxpayer input (since tax payer dollars will ultimately pay for the entire project!).  The underhanded and unethical manner in which the county officials went about this was wrong!  With actions like this it could give the taxpayers a very bad opinion on good ideas that could be positive and wonderful for the community.

County Judge and County Commissioners SNOOKER Blanco County taxpayers in $750,000  secret land deal!

Records in the county clerks office at the Blanco County courthouse reveal that a Paul Rountree and Vic and Mary McNallie purchased the city block behind the courthouse (where "The Bar" tavern was located) on January 16, 2007.  On January 29th a special "Executive Session"(behind closed doors) was called by County Judge Bill Guthrie to meet to discuss the purchase of said land behind the courthouse.  Immediately afterwards at 9:50am the commissioners court went quickly into open session to give County Judge the approval to purchase the property.  Commissioner Sultemeier made the motion to purchase the land and it was seconded by Commissioner Granberg the voted on by a unanimous vote of "YES" to purchase the land at the sum of $750,000.00.  This Purchase took place the very next day and was closed at Moursand Title Company on January 30th, 2007. While all seems to be legal on the surface it sure was an immoral deal for the taxpayers of Blanco County!  It is a well known fact that the county could have bought this property before the previous buyers at the same price they paid for it or possibly even lower.  We have been told by good inside sources that the seller would have sold to anyone for $450,000.00 and that is what was paid on January 16th, 2007.  Simple math tells you the county over paid what appears to be a "FRONT" buyer $300,000.00 at the taxpayers expense.  The taxpayers of Blanco County have been "ripped off" and "Snookered" in this underhanded deal made behind closed doors!  Commissioners Court has again acted with an underhanded "yes man" Mentality and the taxpayers are picking up the tab! VOTERS REMEMBER THIS ON ELECTION DAY!

The following is a list of concerns collected over the past year for your knowledge:

SHERIFFS DEPARTMENT JAIL STAFF JEOPARDIZES LOCAL CITIZENS...

Concern… On Monday, February 26th at 1:12PM a private business service representative was seen opening the recreation yard gate at the Blanco County jail to do work and there were NO jail officers or deputies anywhere in sight. The jail supervisor, two jailers vehicles, and a deputy vehicle were all parked there at the jail but yet no one supervising the open gated secure area. This is a hazard to our community AND to the service worker.  This service representative is a good and decent man, why was he put in harm’s way in a secure jail area without jail staff supervision? L.J. – Johnson City

ARROGANT AFTER THE CITY COUNCIL MEETING...

Concern… It has been reported that Our County Judge “Billy Joe” Guthrie said heatedly after the March 6th, 2007 City Council meeting in Johnson City that he may withdraw his request and just do what the h___ he wants to do without the city approval.

Anonymous in J.C.

Note: This does not surprise us at all. Billy Joe Guthrie does not care anything at all about any historical designation or the future of the city of Johnson City or the City of Blanco! He plainly has shown us that by his selfish actions over and over. It is apparent that he doesn’t care about the impact that historical designations have on our cities and the benefits that come with it, i.e. tourism and revenue to our historic areas. We have recently been told that as a County Commissioner in Kerr County he was “hot headed” and “arrogant” and never wanted to follow procedure there. As a result, he lost the confidence of his colleagues and the citizens of Kerr County!  (Sounds familiar? I think this is happening here, too!!) He then moved to Blanco County to begin wrapping his tentacles around our county government.  He is making a mess!

Concern…City council member Rhonda Stell wants the citizens of Johnson City to “trust” Bill Guthrie!  HA!!  “Trust” that he will do what is best for our city.  HA!! Has she lost her mind?! Since when can Bill Guthrie be trusted to do anything that is in the best interest of our city or citizens!? He has a known history of questionable politics and unethical behavior in Blanco County. I WILL NOT “TRUST” A COUNTY JUDGE WITH THIS KIND OF RECORD, WHO CAN’T EVEN HOLD COURT AND DO HIS JOB!!  C.B. – Johnson City

Concern…The following email was sent to several involved citizens in the area then sent to this web site by

Development of blocks adjacent to the Blanco County Courthouse

Situation:  County has purchased the property to build a new annex for the Blanco County Courthouse.

Please think “outside of the box” and consider the following:

1.         Create a joint effort between governmental entities ( Blanco County , City of Johnson City , Sheriff’s Office, JCISD, Library Board, and other governmental entities plus private commercial facilities) to develop a multi-story joint-use property on the blocks just north of the present-day Blanco County Courthouse.  That would abundantly meet the needs of each participating entity.

2.         Obtain a private developer to finance, own, and implement the development so no bond funds would be needed.

3.         Each governmental entity would sign long-term leases that would insure the financing for the developer.

4.         Have joint-use facilities including common computer systems, copying machines, telephone systems, receptionist, parking, maintenance, security, and other services.

5.         Use the existing vacated governmental facilities (County annex, city hall, sheriff’s office, library building, etc.) as economic development incentives.  A Johnson City development corporation could obtain Economic Development Administration grants to upgrade these facilities that would then be used as incubators for information, communication, and technology industry expansions from Austin and San Antonio based companies.  The incentives for these companies to come to Blanco County would be very low or no rental rates for a number of years. Payments in lieu of taxes could be made to cover the costs of expanded governmental services.

6.         Tie residential development of the affordable housing and upscale housing in existing or expanded subdivisions into the package for the prospective companies by adding home offices and high speed internet connections into any new construction.

7.         The new joint-use development on the newly purchased block and adjacent property could be designed to complement the Hill Country type of architecture improving the overall attractiveness of the central city that would attract new commercial developments.

8.         Additionally make a concerted effort to attract commercial development to vacant and new facilities in the central city area.

9.         The commercial facilities within the new joint-use development could be used by both workers in the central city as well as for visitors.

10.        One option would be to have a multi-storied facility or facilities that could be expanded upward by using an open court type of facility.  Good architects can come up with several design options for the best approaches to satisfy the needs of each participating entity.  In fact the new facility could have exactly the same look as our present courthouse.  Wouldn’t all that look great at Light Spectacular.

11.        We citizens need to be thinking 25 to 50 years from today, just as the original Blanco County Courthouse people thought way ahead in building the great courthouse asset which the present day people now have.
